Description: As the principal aide to the President, the Chief of Staff and General Secretary reports to the President and the Board of Trustees, coordinates all presidential office operations and activities in support of institutional priorities, and provides specialized services and support to the President and Board of Trustees. This includes advising the President on a wide variety of executive and administrative issues, including the development and execution of policies and the effective utilization of human, financial, and physical resources. The Chief of Staff and General Secretary handles a wide range of matters of institutional importance on behalf of the President and oversees all operations of the Office of the President, to include: management of staff, budgets, administration, policies, and procedures to maximize the effectiveness of the Office of the President with respect to workflow, scheduling, communications, events, and interactions with key internal and external constituencies. The Chief of Staff and General Secretary serves as the President's primary strategic liaison with University and community constituencies and in so doing sets the tone for communications emanating from the President’s Office.
Primary Duties Include (but are not limited to):
- Serves as the General Secretary related to board matters as defined in the next section.
- Serves as a member of the President’s Cabinet and actively participates with the President and other senior officers in institutional planning, policy development, and problem resolution.
- Provides counsel to the President. Serves as a sounding board and advises on sensitive matters. Ensures the President has all the information necessary to make informed decisions. Provides excellent judgment, diplomacy, and understanding of University issues to support the President.
- Acts as the President’s representative and ambassador to internal and external constituents as directed by the President.
- Serves as steward of highly confidential information and acts as a trustworthy liaison between the President and internal and external stakeholders on key matters.
- Represents the President and the President’s Office as appropriate on certain University committees and/or provides leadership to key administrative groups, task forces, and committees as assigned by the President.
- Assists in the coordination of University-wide projects that cross boundaries between different Vice Presidents.
- Acts as a conduit for communicating the vision and implementation of the President.
- Oversees all communications on behalf of the President and works closely with all communications officers regarding internal and external communications, media, marketing, and branding.
- Coordinates and manages highly visible and sensitive issues impacting the mission or reputation of the University.
- Ensures that presidential directives and initiatives are effectively carried out.
- Manages operations, events, scheduling, and budgets in Office of the President to support institutional priorities.
- Designs, establishes, and maintains an organizational structure and staffing to accomplish effectively the University’s goals and objectives. Oversees recruitment, training, supervision, and evaluation of office staff. Provides clear direction and oversight of all office activities.
- Conducts research and prepares analytical reports or assists the President in developing reports, presentations, speeches, publications, correspondence, and educational materials.
- Oversees special projects for the President in support of institutional priorities.
- Performs ad-hoc analysis and decision support.
- Prepares briefings for the President’s meetings in a timely manner.
- Performs other duties as assigned or directed.
Primary Duties Specific to the General Secretary Role:
- Communication – Is an active conduit for communication between the Board and management through timely distribution of materials such as agendas, meeting minutes, and other critical items. Is knowledgeable of the University’s records and related materials, and provides advice and resources to the Board on relevant topics at issue, such as particular governance matters. The General Secretary helps the Board as they discharge their fiduciary duties. Builds and coordinates with the President, Board chair, and the President’s Cabinet contents of agendas for each Board of Trustees meeting, retreats, and Board of Trustees Executive Committee meetings. Serves as the internal administrator for the Governance Committee.
- Planning – Serves as the chief liaison to the University Board of Trustees on matters not directly handled by the President. Handles program support activities and matters of institutional significance for the Board on behalf of, and in concert with, the President.
- Scheduling, Notice, and Materials – Is tasked with knowing and complying with notice requirements and scheduling meetings to accommodate the Board while adhering to the University’s bylaws.
- Minutes of Meetings – Records accurate and timely minutes of meetings that provide a memorialized chronology of key information such as board actions, elections of officers or directors, and certain reports from committees and staff. The Secretary is sensitive to any special or confidential information discussed at a meeting.
- Maintenance of Corporate Records - Responsible for maintaining accurate documentation and meeting legal requirements. Responsible for reviewing and updating documents as necessary and ensuring all documents are safely stored, retained in University Archives, and readily accessible for inspection by directors and/or members.
PhD, professional doctorate, or completion of doctoral work; master’s degree in business, higher education, or a related field; or other terminal degree such as a JD or MFA; with a minimum of eight (8) years of experience required or an equivalent combination from other fields.
Successful candidate must have an extensive background in higher education. It is essential that this individual have outstanding oral and written communication skills and a demonstrated ability to work effectively with a wide variety of constituencies, including members of the President’s Cabinet and Board of Trustees, faculty, administrators, students, parents, alumni, legislators, community leaders, business officials, and community members.
Successful candidate will have experience working for a high producer in educational, professional, or civic affairs; making independent judgments; ability to coordinate office detail in conjunction with policy; proven experience handling highly confidential and sensitive materials and situations. Ability to master a wide range of relationships, tasks, and perspectives required; increasing responsibility working with higher education executives at an academic institution is required. Must have exceptional organizational and analytical skill; demonstrate strong problem-solving skills; be competent in a variety of Windows-based computer programs including MS Word and Excel. Must be able to work independently, prioritize work, and independently manage multiple and competing priorities while meeting deadlines; and must be able to competently interact with a culturally and ethnically diverse population of students, faculty, staff, and constituencies.
