Officer Fischer graduated from Southern Utah University with a Bachelor of Science degree in Criminal Justice in 2010. He worked in Public Safety as a Security Officer at the University of Utah from 2011 to 2013. He was promoted to a University Police Officer position in January 2013, at the University of Utah. The Southern Utah University Police Department sponsored Officer Fischer through the Utah P.O.S.T. Academy, where he graduated April 2013. Officer Fischer worked in Law Enforcement for three years. He joined the bicycle unit, where he patrolled for two years. Officer Fischer was offered and accepted the position of Head Oleoresin Capsicum (pepper spray) Instructor on July 2014 and served in that capacity until leaving the University of Utah in April 2016.

Officer Fischer joined the Department of Public Safety in April 2017.
