Chief Talbott comes to the Public Safety team with 29 years of law enforcement experience with the California Highway Patrol. Assignments have included Patrol, Training Officer, Special Investigations, Hostage Negotiations, Narcotic Interdiction, Auto-Theft Investigations, Gang Liaison Officer, Physical Performance Testing Staff, Dignitary Protection, and Community Outreach Representative. He was assigned to 12 separate commands throughout California as he promoted through each of the civil service ranks of the CHP attaining the rank of Chief. He has unique experience in collaborative emergency management achieved through his deployment to many large-scale emergency incidents such as the Los Angeles Riots, political National Conventions, and New Orleans, Louisiana following Hurricane Katrina.

Chief Talbott is a graduate of Session 244 of the FBI National Academy, as well as the Advanced Management Program at the University of California, Riverside. Chief Talbott retired from the California Highway Patrol in June 2011 and joined the Department of Public Safety in July 2011.
