The Redlands Institute (RI) is a university-wide research program at the University of Redlands. RI conducts applied research with an emphasis on GIS, by integrating Geographic Information Science theory with emerging Information Technology (IT) methods and tools to deliver innovation that enhances domain science and education. The RI is staffed by a team of research professionals with a proven capability to deliver leading-edge research in multi-year, multi-million dollar grants. The Redlands Institute’s funded, long-range research agenda includes exploration in the following areas, with application in domains such as business, education, geospatial intelligence, environmental and natural resource management, planning & public policy:
- SPATIALLY-ENABLED DECISION-SUPPORT. Applying structured methodologies to enhance the decision-making process. Integrating science-based modeling and spatial data to perform landscape assessments in a multi-criteria, scenario-based evaluation process. Supporting adaptive management by linking management alternatives to expected outcomes.
- SPATIALLY-ENABLED SIMULATION and VISUALIZATION. Applying methods and tools to build intuitive representations of complex systems, data and phenomena. Developing interactive 3D and 4D visualizations with dynamic spatial/temporal data. Applying new theory, methods and tools in artificial intelligence and agent-based modeling to develop simulations to visualize the potential impacts and effects of decision alternatives.
The Redlands Institute is seeking a Senior Developer/Technical Manager to serve as a senior team leader who will define, design and implement the technology components of RI’s core research agenda. This is the senior technical leadership position within the Redlands Institute. The Senior Developer/Technology Manager is responsible for meeting strategic program objectives while leading the design and implementation for multiple applied research projects providing program leadership, project management, and project technology support. Additional duties include but are not limited to the following:
- Acts as senior technology manager for a staff of research analysts, application engineers, and geographic information systems (GIS) professionals; oversees multiple projects and supports project leaders in managing project teams as assigned.
- Leads the application development team, and acts as a hands-on senior developer to analyze, design, build and deploy software applications.
- Tracks current technology trends, evaluates, recommends, and supports implementations of emerging technology for GIS, hardware, software, and information science for ongoing and planned projects; develops project plans to meet strategic program goals, and leads implementation.
- Supports professional development of junior staff via mentoring, peer-to-peer coaching, or group instruction.
- Acts as senior technology writer/editor for all proposals and project documents.
- Develops and delivers presentations, conference papers, technical and design documentation.
- Performs other duties and special projects as assigned or directed.

| Minimum Qualifications: |
Master’s Degree in computer science, geography/geographic information science, systems/operations management, or closely related field. Ph.D. preferred. Five (5) to seven (7) years of relevant software engineering and programming experience, with relevant project management experience that demonstrates the successful handing of increasing team supervision and project management responsibilities. Ability to thrive in a multi-project environment with minimal supervision and multiple priorities while exercising personal initiative, excellent analytical and problem-solving skills. Extensive experience with ESRI’s ArcGIS platform and in-depth knowledge of GIS theory, methods and technologies: expertise with spatial analysis, experience in administration and use of Microsoft SQL Server for spatial databases, network modeling, raster modeling, and statistical analysis techniques; experience with current Microsoft operating systems, software, and development environments including desktop and server products, web services, and the .NET development framework. Extensive experience with object-oriented analysis and design methods for application development. Additional application design and programming experience with one or more languages, C,C++, Java, C#, ASP, Visual Basic for Applications (VBA), VB.NET, XML, Python. The position requires excellent interpersonal and leadership skills as well as exceptional verbal and technical writing skills. Must possess the ability to competently interact with a culturally and ethnically diverse population of students, faculty and staff.
