DESCRIPTION:   Under the direction of the Chief of Public Safety, functions as a representative of management for the dissemination of policies, regulations, and operational directives. Acts as a middle manager directing law enforcement operations in the field to ensure the policies and management decisions are carried out to maintain a safe campus environment.

•Directs, oversees and participates in the development of the Department of Public Safety work plan, campus security, emergency response and daily operations; assigns work activities, projects and programs; monitors work flow; implements, reviews and evaluates work products, methods and procedures.  

•Participates in the hiring of personnel; ensures staff is properly trained; plans, coordinates, assigns, supervises, reviews and corrects deficiencies in the work performance of department employees; implements disciplinary procedures and recommends personnel actions.

•Serves on various campus/community committees and performs routine duties of a Public Safety Officer; researches operational issues and develops crime prevention programs for the University in conjunction with the Redlands Police Department.

•Researches legal matters; determines procedures in accordance with changes in policies and regulations; and makes recommendations to the Chief to affect positive outcomes; resolves department issues; reviews and investigates community complaints against personnel; and conducts internal investigations.

•Reviews various statistical reports pertaining to crime and traffic data; prepares documents and reports for various section activities.

•Participates in preparing the department budget; forecasting future funding needs for projects and purchasing department equipment.

•Performs other related duties or special projects as assigned or directed, with occasional evening, night, and/or weekend duty assignments throughout the year.

MINIMUM QUALIFICATIONS:   Bachelor’s degree in criminal justice, business management or related field. Master’s Degree preferred. Position requires a minimum of five (5) years of progressive management experience at the rank of lieutenant or above, or equivalent, in a law enforcement/public safety department and the graduation from a state certified law enforcement academy or FBI National Academy.  Successful candidate must possess good working knowledge of law enforcement/security methods and investigative procedures; familiarity with Jeanne Clery Act, California criminal law and vehicle codes and knowledge of hazardous material regulations/procedures. Candidate must possess excellent organizational, planning, interpersonal, verbal and written communication skills, and ability to motivate staff. Candidate must possess proficient computer skills with working knowledge of spreadsheet and word processing programs. Position requires good physical condition with the ability to walk for long periods, climb hills and stairs, work outdoors, and lift up to 50 lbs.  Selected candidate must successfully complete an oral interview.  A physical examination demonstrating physical ability to perform the essential functions of the job and background check will be completed on the final candidate.  The final candidate must possess a valid driver’s license and must provide a current DMV printout with a good driving record.  California BSIS Guard Card, CPR and First Aid Certificate must be obtained upon hire.  Ability to effectively interact with a culturally and ethnically diverse population of students, faculty and staff is also necessary.  In compliance with The Americans with Disabilities Act, if selected for the interview process and accommodations are needed please call (909) 748-8040.  EOE.
