Professional Administrative Services Credential (Tier II)
This program assists current school administrators in developing their professional skills and competencies with support from mentors, their employers, and the School of Education. The program begins in September, although candidates may opt to begin in February.
Three study options allow candidates to address and verify mastery of the California Standards for Professional Educational Leaders (CSPEL). Candidates must have worked in a position requiring a Preliminary Administrative Services Credential (Tier I) for two years and also hold an administrative position at the time they are recommended for the Professional Administrative Services Credential (Tier II).

Application Requirements
- Completed application
- Evidence of a Preliminary Administrative Services Credential
- Letter verifying administrative position
Admissions Requirements
- Two official transcripts issued by the Registrar of each institution attended, sent directly to the School of Education
- One letter of recommendation from a professional who knows applicant's work
- Advising meeting with the Director of the Educational Administration program
Portfolio Option (4 units)
- Complete the plan development course (EDUC 720)
- Develop an acceptable portfolio that addresses and verifies mastery of the California Standards for Professional Educational Leaders
- Complete the exit assessment course (EDUC 726)
Coursework Option (16-24 units)
- Complete the plan development course (EDUC 720)
- Satisfy the California Standards for Professional Educational Leaders by completing the following four courses:
- EDUC 722 Learning and Leadership (3)
- EDUC 723 Communication in an Environment of Diversity (3)
- EDUC 724 Organizational Systems in Education (3)
- EDUC 725 Resource Management in Schools (3)
- Complete the exit assessment course (EDUC 726)
Portfolio/Coursework Option (7-24 Units)
- Complete the plan development course (EDUC 720)
- Verify mastery of the California Standards for Professional Educational Leaders through some coursework and the development of a portfolio to address other standards
- Complete the exit assessment course (EDUC 726)
Course Descriptions
EDUC 720 Professional Administrative Services Credential Assessment: Plan Development and Mentoring (2 units)
Required of all Professional Administrative Services Credential candidates. Working with a mentor, students must complete all assessment activities and develop and obtain approval of an induction plan addressing organizational and cultural environments, dynamics of strategic issues management, ethical and reflective leadership analysis and development of public policy, management of information systems, and human and fiscal resources. CN only.
EDUC 722 Learning and Leadership (3 units)
Topics include instructional leadership, learning, and instructional research and theory; evaluation of teaching effectiveness, staff performance, and pupil achievement; staff development; site-based decision-making; and current trends and issues. CN only.
EDUC 723 Communication in an Environment of Diversity (3 units)
Topics include effective interpersonal communication skills, effective oral and written presentation, cultural values and language diversity, demographics of the local community, the politics of language, restructuring, and coalition building. CN only.
EDUC 724 Organizational Systems in Education (3 units)
Topics include theory and function of human organizations, schools as systems (political, social, cultural, economic), management of organizations for change, and leadership in organizational settings. CN only.
EDUC 725 Resource Management in Schools (3 units)
Topics include sound practices in the management of fiscal, material, and human resources within a legal framework; district-level funding and budgeting; current problems affecting school financing; short- and long-term planning; appropriate assignment of personnel; and developing and implementing effective personnel policies. CN only.
EDUC 726 Professional Administrative Services Credential Assessment: Exit (2 units)
Required of all Professional Administrative Services Credential candidates. Students must complete all parts of the induction plan, a self-assessment of expectations, and an exit assessment interview. The student’s mentor and the program director must verify that the student met the plan expectations. CN only.
EDUC 780 Special Studies (2 units)
Individually designed activity that might include approved professional development, research or evaluation problems, directed readings or tutorial, or an internship consistent with an approved professional development plan. CN only.
